ccording to your reading, the Chinese Exclusion Act set a precedent regarding immigration based on race or national origin

This week we read about American expansion abroad and belief in the “white man’s burden” to civilize backward nations and spread American libertas throughout the world. However, along the homefront, we learned that things were much different. In 1882, the government passed the first legislation that restricted immigration based on national origin and race. By passing the Chinese Exclusion Act in 1882, the government closed the United States to certain Chinese immigrants for ten years and required every Chinese person entering or leaving the country to carry identification. At the same time, to pacify the concerns of American investors who thought the act might have a negative impact on trade with China, Congress excluded students, teachers, merchants, and diplomats from the act, and in 1888 the Scott Act amended the legislation to bar re-entry into the United States by Chinese residents if they left the country. The exclusion of Chinese lasted until 1943 when China became an American ally against Japan in World War II, at which time Congress repealed the Chinese Exclusion Act.  After completing the assigned reading and watching the video, answer the following:

Alex Deluna Years after the Revolution had ended, there was a heavy burden of debt that had been accumulated through the war which affected many farmers in the area of western Massachusetts. According to The American Yawp reader, political leaders at the time were aware that the debt and struggling economy were direct consequences of the Articles of Confederation providing that the government could not raise revenue and did not create a cohesive nation out of various states. When the government could not protect the farmers of Massachusetts from their creditors and the state was supporting the lenders instead, this infuriated farmers especially when creditors began to threaten them with foreclosures. It was a farmer and also former Revolutionary War veteran by the name of Daniel Shay, who he led Shay’s Rebellion as the matter of taking actions into their own hands in order to demand a stronger national government. American individuals around the nation reacted to the rebellion by creating intense national debate. There was also a lot of fear amongst leaders believing that the nation was nearing anarchy, and that there was a lack of states being capable of maintaining control.

The impact that Shay’s Rebellion had in Massachusetts caused for leaders to quickly take action. As supported through the documents of both primary sources, while Revolutionary general Benjamin Lincoln preferred to take forceful actions against protesters, it was James Madison who responded with the purpose of finding a solution to the problems that the people were facing, and soon offered the Virginia Plan. This plan proposed that the United States would have a stronger federal government and would consist of the three branches of legislative, judicial, and executive. As a response to this plan, a slightly altered form was proposed by Roger Sherman in which was known as the Great Compromise. The Great Compromise took the positions within the branches to a greater extent. With much complexity, revisions, and thoughts of balancing power, a government like no other was proposed through the Constitutional Convention. As it could be determined, Shay’s Rebellion greatly impacted and influenced a major shift in the determination of powers within the state and national government.

Jorge Garcia : The cause of Shay’s Rebellion was due the lack of financial help the farmer’s had from the government. These farmers served in the American Revolution, after the war no money assistance was proved to them. They all struggled with debt to maintain there land and animals. Daniel shay who formed the rebellion in 1786, had a great impact on the American Republic by putting pressure on the courts and having help voice the matter to the judges. It started off peacefully as the rebellion hoped to get lower taxes and other such things to help them financially. Things became violent at certain times where the wealthy state legislatures were just making money off the farmers started forming militias to fight back at the Rebellion.

The rebellion caused Americans to react and see the view of how the the articles of confederation was not effective and needed to be revised. The political powers of different states eventually came together to revise the articles of confederation to what is now called the Constitutional Convention. Due to not having a strong government it was hard to control the rebellion due to the high numbers of people who joined.

A referendum permits all citizens, via the petition method, to submit actions of the Legislature to the ballot prior to these turning into law. The referendum also allows the Legislature to submit regulation to the electorate for consent or dismissal. Voting in a referendum is like voting in the general election, the main change is what is expected from voters to enter on their referendum ballot document. In a referendum, voters are expected to enter ‘Yes’ or ‘No’ in the check box opposing each question on the ballot document.

At a national level, referendum is a frequent event in Switzerland where a direct democracy is a crucial element of the political environment. All Swiss nationals 18 and older can vote, even the Swiss nationals listed as living in other countries. This structure of a “direct democracy” obliges any modification to the constitution to be presented to all the people in the form of a referendum. One example of this is the 2001 proposal of Switzerland entering the EU, with a 77% of electors dismissing it. Then in 2002, Swiss voters joined at last the United Nations with a 58.4 approval percentage. What brings a lot of attention from the international community, is the incredible high voter turn out to pass or not referendums, which at instances is much higher than the electors turn out for Political candidates seeking to hold local or national offices. It should not come as a surprise that the Swiss have voted about 306 times since 1848, with 299 proposals approved, and 334 denied. Of course, there is also the risks of the so-called “tyranny of the majority” where some referendum are aimed directly at minorities and how these could get affected, thankfully there some political instruments that can turn this instances around and mend them if necessary.

The rest of Europe, and the US show some sort of shyness towards making referendums a definitive tool in their democratic systems, and while there are good precedents, there is still not a widely positive consensus on the topic.

Is a referendum doomed by “the tyranny of the majority”?

Well, in my opinion, any democracy can, at some point lead to a “tyranny of the majority”, where the vast majority of the people can dictate legislature for decades, but, they most important element to consider, is not what opinion the majority have, but how diverse that majority actually is, because in countries with small numbers of immigrants, ethnic groups or even almost null racial disparity, it clearly puts those groups at a disadvantage.

After reading the PDF file titled “Crossroads to be Faced,” a primary source memoir of an individual who is calling out to the world to consider whether to come to the United States, please answer the following questions. Answers do not have to be large paragraphs for these questions, however must analyze and answer the questions meaningfully.

1) How does the author describe the “Old Country,” the way of life, taxation, forms government, overall lifestyle, etc.?

2)  In contrast, how does the author describe their current view of the United States,  its taxation system, job opportunities, freedom of religion, and governmental checks and balances?

3) After reading this excerpt, do you feel that the author truly believes their own words and is writing from overflowing patriotism,  or is perhaps writing for a newspaper/journal of some sort to spread U.S. exceptionalism throughout the world as propaganda? Essentially, do you believe this is a personal memoir or a promotional public piece?
